LTA Officer Motor Bike at UnLoading Bay of Bukit Batok Carpark

Saw this LTA officer near Bukit Batok East Ave 3
on Saturday, 22 Feb 2014
taking photos of speeding cars.

His bike is parked at Loading Bay of Blk 289D carkpark,

being caught on camera by another person

(not from LTA)

Is this allowed?
